Make an occlusion mask off the body, so those parts of the body can be occluded when the clothes are covering it. Paint the color mask, create an AO mask in whatever tool you prefer (I export the AO from Substance Painter or use Knald). Make your high poly sculpt and bake the normals to the low poly mesh. Create your clothes to fit around the model and UV the clothing mesh. Import the base mesh you want to create clothes for into your 3D modeling tool. Quickly create characters using a library of high-quality 3D content, from faces and bodies to clothing and textures. You'll need a 3D modeling tool like Blender, Zbrush, Maya, modo, or similar.
